Manpower Mobilisation and Site-Readiness Checklist for Jeddah

Mobilisation is the controlled handoff from an approved workforce scope to a ready site and an authorized first shift. The checklist should have named owners, evidence and dates; a worker arrival list alone does not prove the site or assignment is ready.

Freeze the approved scope

Confirm role names, quantities, duties, location, shifts, duration, reporting line and exclusions. Record the approved commercial and service assumptions through the applicable contracting process.

Changes after approval should have an owner and documented impact on selection, training, transport, equipment and start timing.

Complete worker and role verification

List the lawful identity, eligibility, experience, document, interview, trade-test or medical checks applicable to each role. Mark who verifies them and whether site authorization is still required.

Do not treat one role's evidence as approval for a different task, machine, system or worksite.

Make the worksite ready

Confirm released work areas, access badges, permits, lockers, welfare, meal arrangements, drinking water, prayer access, storage and emergency information. State where workers report and who receives them.

A delayed badge, unavailable workfront or missing supervisor should be escalated before a crew is sent into an uncontrolled waiting period.

Confirm logistics and equipment

List transport routes and times, accommodation responsibility where applicable, uniforms, PPE, tools, machines, devices, system accounts, consumables and materials. Assign each item to the employer, service provider or another authorized party.

Verify that equipment quantities and sizes match the crew and that controlled equipment has a separate authorization process.

Plan induction and first-shift supervision

Schedule site and task induction, emergency briefing, work demonstration, attendance registration and the first team allocation. Name the employer contact and frontline supervisor for questions and stop-work decisions.

Use a first-shift check covering attendance, access, task understanding, equipment, PPE, workfront readiness and immediate issues.

Close mobilisation into operations

Record outstanding actions, accepted deviations, replaced candidates and confirmed start status. Hand the live roster, responsibility matrix and escalation contacts to the operational team.

After the first operating period, review only the evidence needed to correct readiness gaps without rewriting the agreed scope informally.

Selection identifies a proposed role fit. Mobilisation also requires assignment checks, site readiness, logistics, access, induction and a controlled start.

Who owns site access readiness?

The requirement should name the responsible employer or site contact and every input needed before badges or entry are approved.

Should mobilisation proceed with open actions?

Only through an authorized decision that records the open action, risk, owner, temporary control and due date. Blocking safety or legal requirements should not be bypassed.
