Saudi Working Hours: Plan Hotel Manpower Rosters in Jeddah

Hotel coverage must be continuous, but each worker's schedule still needs to follow the current Saudi legal framework, approved contract and role-specific exceptions.

Verify the current rule and any role-specific exception before publishing or changing a hotel duty roster.

Use the current official text, not an old blog

The consolidated English Labor Law currently available from HRSD states a general maximum of nine actual hours per day or forty-five hours per week, with seven hours per day or thirty-five per week for Muslim workers during Ramadan. The law and implementing rules also provide exceptions and special treatment for some categories and operating arrangements. Verify the current Arabic text and applicable decision before relying on a number.

Breaks affect the span of the shift

The official text says a worker should not work more than five consecutive hours without a break of at least thirty minutes for rest, prayer and meals, and should not remain at the workplace for more than twelve hours in a day. Break periods are not actual working hours when the worker is not under the employer's authority. A roster should show both working time and the total attendance span.

Weekly rest needs real relief coverage

A hotel cannot solve weekly rest by leaving a required post uncovered. Map each fixed post, skill and shift, then add competent relief. A room attendant may support another housekeeping zone, but should not be assumed to cover an engineering, kitchen or licensed security function. The rest plan should be visible before overtime is approved.

Control overtime before the shift begins

The current official text should be checked for overtime calculation, compensatory leave conditions and hours worked on public holidays. Employers should define who can authorize overtime, how time is recorded, which wage components apply and when the worker is notified. Repeated overtime is usually a sign that the base roster or relief factor needs correction.

Build Ramadan and peak-season versions

Maintain separate roster versions for Ramadan, Eid periods, major events and occupancy peaks. Recalculate Muslim-worker hours, meal and transport timing, night operations and prayer breaks. Do not copy a normal-month schedule and assume a shorter line item solves every operational dependency.

Audit the roster against the contract and actual work

Each month, compare scheduled hours, attendance, breaks, overtime approvals, payroll treatment, weekly rest, work location and job duties. Escalate differences between the contract, platform record and actual deployment. This guide supports planning; the employer remains responsible for obtaining current legal advice and complying with the authoritative rules.

Sources, status and update standard

This editorial briefing was checked against the linked source material on 11 August 2026. It is general workforce-planning information, not legal or immigration advice. Employers and workers should verify the current rule, eligibility and transaction status on the responsible government platform before acting.
